Justin Clark-Casey (justincc) 73c9abf5f2 Move OpenSim.Data.RegionFlags -> OpenSim.Framework.RegionFlags to make it easier for other code to use (e.g. LSL_Api) without having to reference OpenSim.Data just for this.
